Welcome Welcome to the Inyo County General Plan update web site. During the General Plan update process, this web site will be used to provide information on the update program, highlight upcoming public workshops and hearings, and provide a convenient location to obtain information and reports concerning the General Plan.

Jones & Stokes is the lead consultant in the preparation of the General Plan Update for the County.  They are assisted in this project by BRW, Mintier & Associates, and ADE.


Purpose of the General Plan Every county and city in California is required by state law to prepare and maintain a planning document called a general plan. A general plan is designed to serve as the jurisdiction's land use and resource "constitution," a guide to the development and use of land and resources within the county. Typically, a general plan is designed to address the issues facing the county for the next 15–20 years.

Inyo County's General Plan will be updated to serve several purposes:

  • To provide a description of current conditions in the county that can be used to assess the current state of development in the county and where the county is currently heading.
     
  • To provide the public with information on Inyo County and to provide opportunities for meaningful participation in the planning and decision-making process.
     
  • To identify planning issues, opportunities, and challenges that should be addressed in the General Plan update.
     
  • To ensure that the General Plan is current, internally consistent, and consolidated for ease of use.
     
  • To improve coordination between the County and local, state, and federal agencies regarding land use and resource issues.
     
  • To provide guidance for County agencies in the planning and evaluation of future land and resource decisions.
